However, nothing came of the noise: it turned out that the child did not live in Russia, his registration was apparently false, and the parents apparently came once every six months to collect accumulated social benefits and return to their historical homeland. . . I note that even if a family receives money from the Russian state only for this child and has no other children under 16 years old, “in total” it turns out to be about 50 thousand a month. Address? Why, you might ask. And it is not a fact that a child who left Russia at the age of 21 and did not receive any treatment by decision of his parents is still alive. This story is not the only one in a series of similar ones. For example, there is now a fundraiser on social networks for little Sulaimon from Tajikistan. This child, like the Kyrgyz girl, also has SMA. They live in Russia, and here his parents are raising $2 million for Zolgensma. We have already raised a million. They, she wrote, are in the process of naturalization and would like to count on the state fund “Circle of Good,” but cannot: citizenship will be granted when Sulaimonchik turns two years old, so they can only count on receiving it.” Risdiplam” (about 15 million per year). In 1990-91, residents of the future Central Asian republics marched with the slogans “Stop feeding Moscow!” and unanimously declared independence. Independence implies that all social obligations to citizens fall on their new, cruel state and government. And they look for it themselves, using all the money, without the participation of neighbors. Why have the grandchildren and children of people who ran around with slogans “Urus of Ryazan, Tatars of Kazan” and burned books in Russian now gotten into my pocket? Why should Moscow and Russia feed and treat them? Isn’t it time for us to turn to international experience? Why doesn’t Russia follow this path? First, add to the list of diseases for which it is impossible to obtain Russian citizenship and a residence permit, all nosologies that are included in the list of those financed by the “Circle of Good” state fund. Secondly, cancel all social payments, such as a disability pension for caring for a disabled child, unified social benefits, regional support funds, etc., if a naturalized citizen lives outside of Russia for more than three months a year. Within the framework of interdisciplinary cooperation, it is not difficult to identify those who have returned to their home village. Thirdly, pay any “children’s” payments only if, at the time of the child’s birth, both of his parents either had Russian citizenship by birth or were naturalized more than ten years ago. The only social payment I received was a municipal benefit for a child up to one and a half years old. And I honestly don’t understand why I have to go to such lengths to support recently naturalized social parasites whose tax revenues will never cover the costs of their and their children’s medical care, their education, and direct cash payments for what they do. so that they are poor and sick.
