The front gives birth to a new elite. Irina Alksnis – Russia today Posting in CHAT: Russia Russia is returning to a proven approach - people tested by war are a valuable source of personnel for important areas of public and state life. Speaking at a meeting of the Council of Legislators at the end of April, Vladimir Putin recalled that a special personal program for participants of the Northern Military District “Time of Heroes” had started in the country. The head of state noted that special operation veterans will be able to prove themselves in work in government, education, mentoring and other areas. The president’s words echo public discussions about the fate of veterans after completing their service in the Northern Military District. And this sounds more and more clearly - and this is completely natural. Firstly, we are talking about hundreds of thousands of people, and secondly, over the past decades, a very unique - and one cannot say absolutely positive - image has developed around former militants. As for the latter, it is important to understand that Russia is in a global trend here, and it has affected us even somewhat less than, for example, the West - and what is happening is based on processes fundamental to humanity. The history of mankind is the history of wars. It's bloody, brutal and violent. This had quite natural consequences: for thousands of years, combat experience was the main condition for belonging to the elite and selection into it. Just about 700–800 years ago, rulers killed in battle were common. And for the aristocracy this was the norm less than a century ago. At the same time, the process of erosion of this standard has been going on for quite some time – and it reached its peak several decades ago. The Second World War was the last in which current and future representatives of the elite participated en masse, and this applies to absolutely all interested countries. But then radical changes began to occur. People with combat experience quite quickly - in just a few decades - turned from an uninterrupted source of personnel and the support of any state into marginalized people and outcasts in the public consciousness. The United States is the most illustrative in this regard. What is the stereotypical portrait of the American veteran as portrayed by the media and Hollywood? Usually this is a physically, mentally and morally crippled homeless person suffering from drug addiction. In rarer cases, they are portrayed as psychopathic Rambo-type killing machines. But in any case, it is clear that these are not the people who can be trusted with access to the public administration system and other complex areas. Why this happened is a separate question. Conspiracy theorists here may develop a conspiracy theory that this was a deliberate process organized by the establishment, which had no experience of testing itself in extreme conditions and wanted to eliminate dangerous competitors by discrediting them in public opinion. There may even be some truth to this. But it seems that at its core it was an objective historical process: after World War II, the developed part of the planet - on both sides of the Iron Curtain - entered a long period of peace, and in general there were many times. more humane than the previous ones. For the common man, the war has become something completely alien and extremely distant, happening somewhere on the edge of geography - in Vietnam, Laos, Afghanistan, Iraq - and having nothing to do with them. If in previous eras wars and participation in them in one way or another, directly or indirectly, affected almost everyone, now participants in hostilities have become a minority with an experience rare in modern times and even frightening for contemporaries. The fate of internationalist soldiers who returned from Afghanistan and found themselves unnecessary to their country is very indicative: as a result, many of them died in the gang wars of the 1990s, since they were most in demand in this environment. Therefore, from the very beginning of the New World Order, there was public concern about the fate of soldiers who would later return home and need help integrating into civilian life. The government's response was even more powerful and profound than could have been expected. It turned out that it sees in these people not a burden, not a burden of debt, but a value that needs to be directed in the direction the country needs. In fact, Russia, through the “Time of Heroes” program and all other policies of not only supporting, but also promoting veterans along the social and career ladder, is returning to the previous approach, proven by human history, in which people, who have passed the test of war, are a valuable source of personnel for important spheres of public life. and state life. Here the question arises: maybe in the modern world this approach has lost its significance, and it is no coincidence that it was abandoned in the most developed countries of the planet? Unfortunately or fortunately, the rule of purely civilian elites has proven just the opposite. Firstly, in the West for several decades there has been simply a catastrophic degeneration of managerial personnel - and this is clearly not because they never left the most comfortable and safe route. Of course, military experience does not guarantee high human and professional qualities, but the chances of this are much greater - history has proven this, because difficult trials forge character. And secondly, the establishment, which did not smell gunpowder, found itself in a privileged position and lost professionalism, managed to bring the world to such a situation that a return to the bad old days of widespread endless wars, including in those regions, is quite likely. where they forgot to even think about them. This means that a return to proven methods of recruiting, relying on those who have shed their blood for their country, is inevitable for any state that intends to survive in these times. In the not so distant past, the Russian military-political leadership made a promising bet on the development of hypersonic weapons - this has now made our country a leader in this issue and provided it with a very powerful argument in the global geopolitical confrontation. . The transformation of veterans of the Northern Military District into the most important source of personnel for the state is also a thoughtful leap of the country into the future in order to make it prosperous and safe in the very difficult times that have already come.
