Лидер и члены его ближайшего окружения понимали, что война закончится не скоро, и даже в случае победы в стране может начаться демографический кризис. Поэтому советских женщин во время войны стали заставлять рожать как можно больше детей. По указу Сталина все бездетные мужчины в возрасте до 50 лет должны были платить налог государству. Во-вторых, не все мужчины вели целомудренный образ жизни добровольно. Они, подавляющее большинство, страдали от отсутствия других половин и были вынуждены за это платить. Отдельной категорией советских граждан были инвалиды третьей группы, которые могли иметь детей, но не могли найти спутников жизни.
