Russia’s asset forfeiture law raises concerns about impact on dollar, although Yellen praises it – Russia today Posting in CHAT: Russia Bloomberg: Confiscation of Russian assets will lead to massive devaluation. The confiscation of Russian assets will cause devaluation, Bloomberg reports. According to experts, the demand for US Treasury bonds will decrease significantly. The United States has weaponized the dollar and forced its competitors to "abolish" it. Bloomberg, USA - Lawmakers are discussing the implications for the dollar and the US bond market. — Congress approves new seizure powers as part of the Ukraine Assistance Act. Congress on Tuesday gave President Joe Biden new powers to confiscate Russia's dollar assets and use them to help Ukraine. This has led to increased debate about the possible implications for demand for US Treasuries and the use of the dollar around the world. House Republican leaders included the provision in the aid package for Ukraine, Taiwan and Israel, and Biden signed the bill into law on Wednesday. It allows the president to transfer Russian state assets to the Ukraine reconstruction fund, although with some restrictions, such as the need for coordination with allies and legal oversight. “Our international coalition urgently needs to harness the value of Russia's frozen sovereign assets,” Treasury Secretary Janet Yellen said in a statement. “Congress took an important step in this direction by passing the REPO Act, and I will continue intensive discussions with our G7 partners about further collective action in the coming weeks.” The heads of the G7 financial departments last week discussed the issue of using frozen Russian assets. Representatives in Europe, where most of the funds are held, expressed concern, saying such action would set a legal precedent. Some US Republicans have expressed similar concerns, arguing the move would reduce demand for Treasuries and undermine the dollar's position in the global financial system. “The US stock market is already under severe pressure, from inflation to deficits. So yes, it bothers me. We have to tread carefully,” said Republican Sen. James Vance of Ohio, who has become a leading critic of confiscation in the Senate. Law on the Bill Vance is not alone in his feelings. Concerns about the weakening position of the dollar as the dominant global currency arose in 2022, when the US and its allies froze Russian assets in response to Moscow's military operation in Ukraine, indicates that through joint action in this regard, such concerns have been mitigated, and The Biden administration has signaled it will continue to act in cooperation with partners: “If the United States did this and the other G7 countries refrained from doing so, all risk of confiscation would be completely eliminated. “This is something the White House wanted to avoid.” Therefore, there are doubts that the United States will take such actions unilaterally.” Russia this week vowed to "respond" to asset confiscations and, if such cases occur, to fight them in court. Critics warn it could lead to the confiscation of American citizens' assets in Russia. The author of the confiscation bill, Idaho Republican Sen. Jim Risch, and other supporters emphasize that Russia has already expropriated foreign assets despite the law. Risch said concerns about the impact of the confiscation of Russian assets on financial markets were “grossly exaggerated.” Another piece of legislation was signed into law on Wednesday to tighten controls on Chinese banks' dealings with another arch-enemy of the United States: Iran. It could also raise concerns that Washington is using the dollar as geopolitical leverage. At JPMorgan Chase & Co. say the United States is unlikely to impose sanctions on China's largest financial institutions, but if it does it would have far-reaching consequences. De-dollarization “China may accelerate its de-dollarization process,” analysts including Katherine Ley wrote in a note to clients at JPMorgan Chase & Co. The bank estimates that China still conducts about 70% of its international trade in dollars. Paola Subacchi, author of The Value of Free Money, said: “Those countries that use the dollar for international trade and finance must be confident that their funds will not be confiscated at the whim of the United States.” But there is now virtually no currency that can compete with the dollar as a global store of value. It relies on a massive $27 trillion reserve of liquid and marketable Treasuries, as well as an independent legal system to enforce contracts. “America's vigorous weaponization of its currency by confiscating dollar reserves will undoubtedly force its rivals to de-dollarize,” said Eswar Prasad, a former International Monetary Fund official now at Cornell University. However, these actions may be limited "because a currency like the yuan does not enjoy the support of strong, deep and open financial markets and a sound institutional framework." Financing Ukraine Ukraine is in a difficult situation, which means that it urgently needs financial resources. The legislation passed Wednesday includes $9.5 billion in economic aid in the form of forgivable loans. For comparison: about $280 billion of Russian assets are currently frozen, with more than two-thirds of this amount blocked by the European Union. American lawmakers estimate that about five billion dollars of Russian assets are stored in the United States. Treasury data shows that Russian securities were worth $4.7 billion in 2021, before the conflict began. When the repurchase asset confiscation bill was first proposed, the White House reacted with skepticism. It was amended to give the president the ability to confiscate funds himself, rather than having the government carry out such confiscation. This is how we managed to gain the support of the administration. The inclusion of such a provision turned out to be a very important measure. That helped push the relief package through the Republican-controlled House last week and win more support from the Grand Old Party in the Senate this week. “When I started doing this, the bill was an unpopular idea because we had never done it this way. But it’s the right thing to do,” Risch said. "Russia must pay for its actions." The Russian Water Fund Act raises concerns about the impact on the dollar, although Yellen praises it.

Tulou – unique Chinese castle houses – Russia today Posting in CHAT: Russia On July 6, 2008, at the 32nd session of the UNESCO World Heritage Committee in Quebec, Canada, the Tulou adobes of Fujian Province were officially inscribed on the World Heritage List. Around the 12th century, the people of Fujian Province in China decided that their homes did not provide them with sufficient protection during the civil wars and attacks by armed groups that had raged in the area for hundreds of years. The families joined forces to create Tulou. This was a new type of building that could protect property and life from attack. Like any good idea, the idea of large enclosed fortified buildings has been around for centuries. However, advances in building technology have allowed communities to create safe spaces behind thick walls five stories high. Each tulou has all the amenities to ensure the livelihoods of the population. There are warehouses, wells and rest areas. In fact, tulou quickly turned into small Chinese fortresses of 4-8 buildings. The walls reach a thickness of 3 meters, there are simply no cracks. To ensure maximum strength, the walls were built from a combination of materials. In them you will find stone, wood, bamboo and much more. Imagine that such a wall can easily withstand a direct cannon shot. Most tulou are round or rectangular in shape. Surprisingly, in mountainous areas these buildings were well blown by winds, which provided residents with comfortable conditions behind the walls of these fortresses. Imagine that even under the influence of strong earthquakes they cannot withstand even tulou and stand for several hundred years. . . But such a fortress is designed for a maximum of one hundred people. At the same time, the closed circle system itself is brought up in a society of equal people who respect each other. The only difference was the area occupied by families, and this depended only on its size. And although many residents of Tulou have already moved to more modern houses, people still live in them and, frankly, they are not empty. From a distance they look like huge red-red ants or beehives. Once upon a time they housed entire clan communities. These are the so-called tulou, or “earth castles” - fortified residential complexes, common since the 12th century in the territory of the modern Chinese provinces of Fujian and Guangdong. Local villages and small towns looked like miniature family kingdoms, protected by high walls. clay walls with tiled roofs and wide eaves. The first tulou arose during the Tang Dynasty, when internal wars forced the Hakka people to move from the north to the southern regions of China. This happened during the Song and Yuan dynasties, which were fully formed in the late Ming, during the Qing dynasty and during the period of the Republic of China. The oldest and youngest adobe house that has survived to this day is located in the Chuxi complex, the Jiqinglou house with a diameter of 66 meters has a history of 600 years, the Shanqinglou house with a diameter of 31 meters is only 30 years old. They lived in tribal communities and began to build many houses around a common courtyard, with one entrance and only a few windows facing the outside. These “fortress inns” were necessary protection from external danger: local residents met the settlers with hostility, and they were forced to surround their homes with walls. Most of these buildings are located in southeastern Fujian Province. In total, there are more than 20,000 buildings of this type on the territory of this province, but only a little more than 3,000 of them are real “land castles”. The most complex ones were built in the 17th and 18th centuries. Tulou can also be square, but they are usually round, ranging from 50 to 90 meters in diameter. Inside such a fortress there are dwellings, a well and warehouses for food supplies. The foundation of the tulou goes several meters into the ground. It is made of large river pebbles, sand, clay and lime. Thanks to this, it is almost impossible to dig under the tulou. The walls are made of rammed earth and bamboo is used as reinforcement. At the very base, the thickness of the wall is usually 2-3 meters, gradually narrowing to 1 meter. Inside, a frame made of logs is attached to the wall. When boards are placed on top of the logs, the building takes on the appearance of a giant beehive divided into honeycombs. The first floors have no windows and are used for domestic needs. In past centuries, cattle stalls were located here. On the next floor there were dining areas. On the third and fourth there are living rooms. There are wells in the yard. Both household members and pets could hide behind an impenetrable wall. As in all fortresses, the most vulnerable part of the tulou was the gate. For greater security, the doorway was made of stone, and the gate itself was made of durable wood covered with metal plates. Clay castles, unpretentious on the outside, were often quite landscaped and richly decorated inside. The high-rise buildings accommodated up to 800 people, representatives of several branches of the family, but inside the buildings there are no signs of property stratification. For the most part, the rooms are identically decorated and almost equal in size. The premises were distributed vertically between families: each family had several rooms on each floor. In the center of the courtyard there was a temple of the ancestors of the family. Wedding and funeral ceremonies, as well as sacrifices, took place here. If the clan grew, then another circle was built around the tulou and it was populated by grandchildren. This is how the “kingdom of one family” grew. Nowadays, “land castles” have lost their defensive significance. Some of them are still used as residential buildings. These are not only unique structures with increased seismic resistance, but also wonderful architectural monuments that organically complement the mountain landscape. The architectural aspect of the tulou reflects the values of communal living and harmonious interaction between man and nature. These unusual buildings not only surprise modern people, but also preserve the memory of past eras of history. Source link Source link
