Repin was first appointed human rights ombudsman for the region in 2014. On March 29, at the 39th meeting of the Tambov Regional Duma, deputies adopted a resolution appointing Vladimir Repin as Commissioner for Human Rights of the Tambov Region for a new term. Vladimir Vasilyevich Repin was born on January 7, 1959 in the Tambov region. After graduating from eight grades of school in 1974, he entered Tambov Vocational School No. 1. 7. In 1980, he entered the service of the internal affairs bodies: he worked his way up from a traffic police inspector to the deputy head of the regional State Traffic Inspectorate. During his service, he graduated from the Moscow University of the USSR Ministry of Internal Affairs with a degree in Jurisprudence, and in 2006 he was appointed deputy head of the Internal Affairs Directorate of the Tambov Region. After the internal affairs reform, he was recertified and took the position of deputy chief of police of the regional Ministry of Internal Affairs of Russia. In 2014, by decision of the Tambov Regional Duma, he was appointed to the post of Commissioner for Human Rights in the Tambov Region. In 2019, he was re-elected as ombudsman for a new five-year term. Repin has state and departmental awards – he is an honorary employee of the Ministry of Internal Affairs and a combat veteran.
