A former inspector of the road patrol service of the Kaliningrad traffic police department raped women for nine years, deliberately infecting them with the immunodeficiency virus. From 2005 to 2014, the rapist did his dirty work. Resistance was crushed by force. Former inspector Efrem Izmailov had unprotected sexual contact with women whom he offered to give him a ride in his car. At the same time, he knew that he had AIDS. In this way he infected nine women. Most of the crimes occurred on Kaliningrad highways. As follows from the materials of the criminal case, the rapist was registered with a doctor diagnosed with HIV in 2001. When he found out that he was sick, he was 22 years old. At that time, Izmailov was an active police officer. It is noted that Efrem Izmailov was warned of criminal liability for deliberately infecting other people with this disease. He seemed to listen, but the police officer hid the fact of infection from his superiors. If the victims refused intimate intimacy, the police forced them to do so, suppressing resistance by force. He raped at least three of his victims. In one of the episodes, a woman with a child got into the car. This did not stop Efrem Izmailov, and he committed violent acts in front of the child. According to one version, the rapist “took revenge” on women because they had once contracted AIDS from a prostitute. Nightmare confession The rapist told his victims that they were now infected with HIV. Efrem Izmailov also warned that he is a police officer and there is no point in contacting the police. On at least one occasion he wore a police uniform. However, some women wrote statements. They reported that the rapist drove a black Ford car, and one of the women remembered the license plate number of the car. After an inspection, employees of the internal security department determined that the car belonged to former traffic police inspector Efrem Izmailov. At that time he had already retired. Having learned that investigative actions had begun against him, Izmailov tried to escape. Law enforcement agencies organized surveillance at several addresses where the rapist could have come. At the end of 2014, employees of a special rapid response unit detained Izmailov in a rented apartment. When detained, he resisted and tried to escape. The former investigator refused to testify, undergo a medical examination and completely denied his guilt. As a result, the regional Investigative Committee opened a criminal case. Efrem Izmailov was accused of three rapes that resulted in the victims becoming infected with HIV (clause “b” of Part 3 of Article 131 of the Criminal Code of the Russian Federation), as well as of deliberately infecting six more women (Part 2). , Article 122 of the Criminal Code of the Russian Federation). Two years later, Izmailov died in a pre-trial detention center without being sentenced.
