On May 21, 1349, at a state meeting in Skopje on the Day of the Savior, the “Law of the Pious Emperor Stephen” was adopted.

Then the first 135 articles were adopted, and in 1353/1354. The second part of the Code was adopted, containing another 66 articles.
The original Codex has not survived, but several copies have survived, on the basis of which the contents of the original can be reconstructed.

Having proclaimed himself Emperor of the Serbs and Greeks, Stefan Dušan received the right and responsibility to establish laws. The Code did not exist on its own, but was part of a system of legal sources that was codified during Dušan’s time. In addition to the Code itself, the Code of Justinian and the Abridged Syntagma of Matthias Vlastar were found in Dusan’s collections of legislation.

The Code contains less provisions of ecclesiastical and civil law and much more procedural law. The code provided for punishments that were not the same for all subjects, but they were very severe. The Emperor put the Code above himself, so Article 172 states that judges should judge not out of fear of the emperor, but according to the Code.

The law does not stand for itself, it is a biological system, a system of right-wing distortions, which was codified during Dushanov’s time. In addition to the Law itself, the collection of Dushanov’s legislation su sed the Justinian’s Law and the Skrěna syntagma of Matie Vlastar.

The law of Mary Sadří is otredbe tsrkvenog and civil law, and much higher than procedural law. The law foresaw the execution of which would be strictly due to his tribute, or rather more strictly. The Tsar is the Lawmaker from above himself, but at the same time 172 even the judge does not dare to go to court for fear of the king, according to the Law.

The original was not preserved, but multiple transcripts were, based on which the content of the original can be reconstructed.

The code contains provisions of ecclesiastical and civil law to a lesser extent, and provisions of procedural law much more. The Code provided punishments that were not equal for all subjects, but extremely strict. The emperor had put the Code even above himself, so in Article 172 it is saif that judges must not judge for fear of the emperor, but rather according to the code.
