In 1861, Emperor Alexander II announced Judicial Reform. The reform provided for a complete change in the judicial system with the creation of two branches of courts – justices of the peace and general judicial institutions, each of which had two bodies (magistrates and congresses of justices of the peace; county courts and legal chambers), as well as cassation sections of the Senate as a general third appeal. The reform significantly changed the principles and procedures of legal proceedings: the court became public, open and oral, with an adversarial process in which the parties were given equal rights to present and rebut evidence; A judicial investigation was introduced into the criminal process, during which the data of the preliminary investigation were verified. This led to the opening of district courts in many cities. In Taganrog this event occurred on April 30, 1869. But the court moved to the preserved building (pictured) only ten years later. Initially, the two-story corner house with basements was built in rough form by the mayor Nikolao Trifonovich Djuric, who worked under the second city government from 1876 to 1880.
