The police tracked down the driver of the Nissan Stagea who made abusive maneuvers at the 3rd Labor Ring Junction on November 13. He turned out to be a 21-year-old resident of Vladivostok, who has already been embarrassed 30 times this year for traffic violations. For his disability to drift on the roundabout, he was fined 5000 rubles for driving in the opposite lane. The maneuvers were captured on a surveillance camera. The recording shows the driver attempting to enter a controlled drift, but losing control and driving from the roundabout towards the People’s Avenue. The car spins 180 degrees. Thankfully, there were no other cars nearby and no collision occurred. After a short rest, the driver hit the gas again and returned to the roundabout, then drove off to Shilkinskaya. This exit onto the roundabout was considered incoming traffic. “The car turned around and continued in the opposite direction, creating a real threat to the lives and health of citizens,” the police explained. A protocol was drawn up against the violator under part 4 of article 12.15 of the Administrative Code of the Russian Federation “Driving in violation of the rules of the road on the opposite lane intended for oncoming traffic.” He was fined 5000 rubles. The police also thanked the administrators of public internet sites who posted the video, for their active civic stance, which allowed the guilty party to be held accountable for violating traffic rules. “Police officers constantly monitor all social networks and other online communication tools used in the country, including various Telegam channels and video hosting materials. Such monitoring helps to identify bloggers who post content online with evidence of gross violations of traffic rules. These violations include publications about the organization and conduct of illegal street races, exceeding the speed limit, dangerous maneuvers, and non-compliance with rules for transporting passengers. The police will immediately conduct checks on all identified violations, and those found responsible will be held accountable in accordance with Russian legislation,” said Irina Syrova, head of the information and public relations department of the Russian Ministry of Internal Affairs for the Primorsky Territory.
