Dmitry Kandinsky / vtomske.ru The resolution on the boundaries of cultural heritage protection zones in Tomsk needs to be revised, said Tomsk Mayor Dmitry Makhinya. According to him, because of this document, many investment projects in the city were stopped. According to the Union of Builders of the Tomsk Region, the director of the organization, Mikhail Rutman, raised this issue at a recent meeting with Mayor Dmitry Makhin. outdated regulatory framework, which actually “blocks the work of small construction companies in the regional center.” “The resolution on the boundaries of cultural heritage protection zones (document) in its current form has led to the fact that it is almost impossible to build in Tomsk. As a result, we have complete ruins in the city center and no one cares about them, and small and medium-sized organizations are on the verge of bankruptcy,” Rutman said. According to Makhini, he has already familiarized himself with the resolution “On approval of the boundaries of protective zones of cultural heritage located on the territory of Tomsk, land use regimes and urban planning standards within the boundaries of these protective zones. He is responsible for almost half of the investment projects that have stopped in Tomsk. Considering that this document was adopted in 2012, it seems appropriate. Of course, it is necessary to find a middle ground between the interests of the city’s development and the preservation of its historical appearance, however, in my opinion, some reforms will be required,” Makhinya said. Builders were also noted that the Tomsk region is the only region in the country that does not have a national price center in construction. “As a result, estimates and projects are compiled at prices that were relevant five to six years ago. Well, the mayor’s office, in turn, is experiencing big problems with finding contractors for the renovation of the same schools: companies do not want and cannot work with losses,” emphasized Mikhail Rutman. Makhinya noted that he would study this issue and see what could be done. Let us add that Tomsk has had the status of a historical settlement since 2010, but during this time the city does not have a document “What historical settlements must have according to the law. The development of the corresponding project and an attempt to approve it have been ongoing since 2016. In July 2022, the authorities announced the latest version of the project received by the Ministry of Culture. The mayor’s office stated that this version of the document imposes serious restrictions on the development of the central part of the city and tightens the requirements for new construction. Social activists noted that the city with its statement creates “negative public opinion about the project.” The administration insisted that this version of the document had many shortcomings and adjustments were needed. According to the latest data, the Ministry of Culture has approved the draft boundaries of the historical settlement. The editors of vtomske.ru wrote questions to the ministry.
