We called the emergency services – they arrived and did nothing. Monday came, and there was still no heating. The heat networks came, the management company knew everything, but no one did anything. Today it turned out that in our basement, where the gas transportation system of the administration of the city of Vladivostok is located, a pipe burst. The pipe is filled with concrete, according to the house's technology it cannot be filled – it turns out it was filled arbitrarily,” explained resident Evgenia. The contractor of the management company refused to start repairs, as the leaking pipe was concreted – the city enterprise or other city administrative structures should remove this “cover”. Residents turned to the mayor's office and the management company, but to this day no one has been able (or attempted to) “break through” to the leaking pipe through the concrete. With the arrival of the next cold weather, residents sit at home, wrapped in warm clothing, surrounded by electric heaters. And they fear that with the arrival of real cold weather, the situation will worsen, and the pipe will never be fixed. “The situation is unacceptable – in a multi-storey building, there has been no heat for six days! The temperature in the apartments is below the limit values. In the coming days, cold weather is expected – the threat of defrosting and damaging the entire heating system of the house increases! All that is left is to grant access and solve the problem with the leaking pipes, but this is simply impossible, everyone shifts responsibility to others – it's a vicious circle! We, tenants, who pay for utilities every month, are trapped. How to figure this out, who is responsible for this?” shared another resident of the house, Alexey.
