The developer of the technology is the company "Biorg". The competition, aimed at supporting socially significant initiatives and projects of residents of the region, started in September. To win, participants had to form a project, receive public support in the form of virtual capital on the Elkanko.ru website and undergo an independent examination. The procedure for selecting the best government projects lasted two months. During this period, Beorg Smart Vision technology provided an average of about a thousand identifications per day. Artificial intelligence is integrated into the personal account of the Elka platform for automatic document recognition to confirm the user’s identity. This reliably protected the system from malicious actions and vote fraud. “Last year, about 30 thousand residents of Ugra registered on the platform. Checking the documents to create an account and verifying it took several days. Naturally, this caused outrage among people. Three days later, they tried to register in the system again, creating an additional burden for the specialist who manually “raked” the applications. And on the fifth day the person completely forgets that he wanted to register. In the new system, verification takes two minutes. The user receives a response letter almost immediately,” explained Yakov Samokhvalov, director of the Department of Youth Policy, Civil Initiatives and External Relations of Ugra. He emphasized that the system of support for socially active citizens is constantly being improved in Ugra. In 2019, the region moved all competitive procedures online for the first time, which significantly increased their accessibility. Nowadays machine learning technologies are used to speed up processes and ensure security. Possible risks of the procedure for selecting the best projects using the distribution of virtual capital were that citizens who did not live in Ugra could participate in voting, so the assessment of individual initiatives could be artificially inflated. People could even provide incorrect information when registering on the platform. For the purity of voting, it was decided to provide access to capital distribution only after confirming the voter’s identity. “We had one risk - the technology wouldn’t work. And we thought about this at the very beginning. Now we can safely say: the system passed a real stress test, 40 thousand people entered it and it was tested non-stop around the clock. Artificial intelligence does not interfere with the decision-making system or evaluation system. It makes the procedure faster and less dependent on the human factor. Thanks to artificial intelligence, there is no lengthy moderation or errors,” said Yakov Samokhvalov. As Ruslan Aligadzhiev, general director of the Bioorg company, said, he noted that thanks to personal identification technology based on digital images of documents, the process of implementing the election project has become as transparent as possible for both organizers and residents. “The system prevented access to voting using invalid documents. , fraudulent attempts when document images modified in editors, retouched, generated, etc. have been uploaded to your personal account. Our cooperation with Yugra is an example of how digitalization helps to purposefully develop territories,” said Ruslan Aligadzhiev.
