They checked two addresses: where there was already a fire with victims, and where residents were trying to fit in as much as possible to make room for large vehicles to pass. They did not reach the first house, but they did reach the second, although not without conflict with the neighbors. Parked yards continue to be a big problem. Despite the already high density of personal vehicles, new houses continue to be built in the microdistrict, and there are no plans to limit the number of floors. Houses at Admiral Gorshkov, 42 and 44 are identical brick “candles” of 24 floors each. This is the legacy of the “old” Snowy Field, built by Dalspecstroy: narrow courtyards, the absence of even the minimal number of parking spaces. Some residents have adapted former laws for parking, creating ramps on the banks and hanging chains. But mostly, of course, everyone parks their cars tightly near the houses. 44 fire trucks with aerial ladders were unable to reach Gorshkov driveway. They were not able to bypass the house either – in the evening, residents simply started approaching and parking wherever they found space. Luckily, this was not a real fire, but just a drill – throughout the year, the Main Directorate of the Emercom of Russia for Primorsky Krai conducts drills in different places. The following addresses are Gorshkov 2 and Gorshkov 4, the same houses. As it turned out, there is a conflict between neighbors here. In the area at the address Gorshkov 4, residents installed two barriers with “howling” sensors that respond to the siren signal and open automatically. Gorshkov 2 residents are sure that one barrier was illegally installed on their territory, so every evening they block it with cars, not leaving space for passage. During the recent drills by the Emercom, only one car was parked here, but this was enough to prevent the fire truck from passing. Residents of the house spoke in a loud tone and directed the firefighters “to that entrance,” vaguely suggesting that the neighbor's fire was not their problem. “People did this on purpose, this barrier stops us! They have an entrance downstairs – go there! What are you doing here? They deliberately set fire to the garbage yesterday so that you would come!” – a man in sports pants was indignant. The woman repeated his claims, asserting that fire safety drills are a provocation that has happened before. No one drove away the obstructed cars; the fire truck had to, wasting time, which in real conditions would have been just minutes, indeed go through “that entrance”. The barrier opened and the aerial ladder entered the courtyard and stood in front of the entrance. There is also a line of parked cars between the entrance to the house and special transport. Firefighters were able to extend the supports to balance the vehicle and began to extend the ladder. The ladder, 50 meters long, theoretically should reach the 16th floor, but that is only in the case that the car is parked close enough to the house. In our case, it reached only up to the 10th floor without any problems, and after several attempts, we reached the 12th floor. “Here we somehow were able to make sure that the corners were not parked, so that the fire trucks could pass,” said the president of the housing council, Sergey Volk, “In our house, there is a very high responsibility for fire safety . Last year, we arranged for a training session with the Emercom Academy – students climbed 24 floors in full gear. They needed to practice, they are good and they did it. We set cones for them to arrive and carry people from the top floors. We installed barriers with “howls” – ordered them in Moscow and just installed them. When the special car approaches, it responds to the sound of the siren and automatically opens. In addition, there are cameras and security along the perimeter. We are trying to ensure the safety of our house in every possible way. Soon the site will be moved to the other side and closed, so that such a situation does not happen again. Again, the desire to close the yard with barriers is quite understandable – Snowy Padi could never boast of parking spaces, and now, next to Gorshkov 4, a new residential complex is being built. Residents should know that the car probably can be parked a little further from home.” Immediately after leaving the house, where Emercom employees and correspondents came to inspect, a “Stop is prohibited” sign appeared. There are no specially designated parking areas or separate parking lots not adjacent to the houses in this area. In fact, they do not exist in any area – not a single municipal parking lot has been equipped, not even a small one. Moreover, after the attack, at six in the evening, a VL.ru correspondent waited for about 30 minutes at the bus stop – no one came. For understandable reasons, local residents do not want to transfer from personal vehicles to public transport. “The problem arises more often when it is necessary to evacuate people from the upper floors. The tanker truck cannot get close to the house – the length of the fire hoses allows it to operate at a certain distance. But ideally, the aerial ladder should stand next to the house in order to raise the boom as high as possible. Today, after several attempts, we managed to raise the 50-meter ladder, which under normal conditions can operate at the level of the 16th-17th floor, due to parking conditions on the 10th-12th floors. In conditions where every second is life, this is unacceptable. Unfortunately, at the sites with new construction, paid parking lots are empty, because the cost of parking spaces is quite high. When buying a house, people do not always want or cannot buy a parking space. Everyone follows the budget: they bought an apartment and parked the car next to the house. The residents of the house themselves must organize traffic and parking. Of course, then part of the transport will be beyond the territory directly adjacent to the house. But then you have to choose: security or parking spaces,” says Dmitriy Svitaylo. According to him, fire equipment does not reach the upper floors in any country in the world. However, we are talking about skyscrapers, and 24 floors are hardly to be considered as such in modern realities. Still, it is better when the Emercom can evacuate people from at least the 16th floor, rather from the 10th and below. For high-rise buildings, there are smoke systems, self-rescue systems, and others. In theory, all this should work comprehensively, but this does not always work. The firefighters themselves remembered the fire in an apartment on the 20th floor of the residential building “Two Admirals” two years ago.
