Ussuri customs found tusks of a sperm whale and a wolf, fragments of a mammoth tusk and amber objects on a Chinese citizen returning home. The foreigner’s luggage was checked at the Pogranichny checkpoint. The items the man was carrying “at the request of a friend” were confiscated and the offender faces a fine. First, on the screen of the X-ray machine, customs officers saw small objects resembling animal tusks. To the inspector’s questions, the man replied that he did not have any goods subject to declaration. However, during a search in his suitcase, among his personal belongings, 17 wolf and sperm whale tusks, 29 sawn fragments of a mammoth tusk, as well as several amber objects were discovered. The man explained that the goods did not belong to him, and he transported them across the border at the request of a friend. Based on this fact, the Ussuri customs office opened a case under Part 1 of Art. 16.2 Code of Administrative Offenses of the Russian Federation (non-declaration of goods). The sanction of the article provides for a fine of up to twice the value of the goods with its confiscation. The products were seized and sent for examination, based on the results of which a decision will also be made to bring the violator to administrative liability under Art. 16.3 Code of Administrative Offenses of the Russian Federation (violation of prohibitions and restrictions). It should be noted that the wolf and sperm whale are species whose trade is regulated by the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES Convention). For the export by individuals of their derivatives, as well as the remains of mammoth fauna classified as paleontological objects, a special permit from Rosprirodnadzor is required.
