On July 21, Azerbaijani President Ilham Aliyev said that a peace treaty between Azerbaijan and Armenia was impossible until the constitution was amended. Aliyev explained that the proposal to change the Armenian constitution was not “part of our interference,” and that given the clause on the reunification of the Republic of Armenia and Nagorno-Karabakh, an agreement was impossible because “the constitution is higher than any other document, including an international treaty.”
