According to Russian legislation, appointments to the posts of heads of influential ministries (Ministry of Defense, Ministry of Internal Affairs, Ministry of Emergency Situations and Ministry of Justice) are made by the President of Russia. The Federation Council reported on the evening of May 12 that Russian President Vladimir Putin sent proposals for candidates for the post of heads of these departments. It was proposed to leave all security officials in their posts, including Kolokoltsev, Alexander Kurenkov (Ministry of Emergency Situations), Konstantin Chuychenko (Ministry of Justice), as well as Sergei Lavrov (Ministry of Foreign Affairs). The changes affected only the Ministry of Defense.
