The explanatory note to the bill notes that current fines do not contribute to compliance with the legislation of the Russian Federation, since “in most cases they are not noticeable for officials and legal entities.” In addition, for repeated concealment or distortion of environmental information, it is proposed to deprive an organization of the ability to manage for a period of 1 to 3 years. “We are absolutely confident that these standards will remove the incentive to pay the fine themselves, and people will be provided with reliable and truthful environmental information in a timely manner,” said Alexander Kogan, vice-president of the Committee on Ecology and Natural Resources. and environmental protection. In December 2022, Russia proposed increasing fines for failure to submit or late reporting of greenhouse gas emissions. On June 13, 2023, the President of the Russian Federation signed the corresponding law. It will come into force on July 1, 2025.
