The State Duma adopted in final reading a bill that will increase excise taxes on tobacco from January 1, 2024, and on wine from May. Moreover, next year they will increase three times compared to current values. Wine
According to the adopted document, excise taxes on wines, with the exception of fortified ones, will increase three times from May: to 108; rubles from the current 34 rubles per liter. For 2025, the tariff is proposed to be set at 112 rubles per liter, and for 2026 – 116 rubles. At the same time, it was previously planned to establish excise taxes on wine in 2024 at the level of 35 rubles per liter. The excise tax on sparkling wines, including Russian champagne, will also triple. From May 2024 it will be 141 rubles per liter, in 2025 – 147 rubles, in 2026 – 153 rubles. From January 2024, the excise tax on tobacco will be 4,448 rubles per kilogram. Now the rate is 4116 rubles per kilogram of tobacco. The excise tax on cigarettes and cigarettes will increase from 2024 to 2,813 rubles per thousand pieces plus 16% of the estimated cost, calculated based on the maximum retail price, but not less than 3,820 rubles per thousand pieces. Now – 2603 rubles plus 16% of the estimated cost. The excise tax on tobacco products intended for consumption by heating will be 9,367 rubles per kilogram from January 2024. This tobacco has been subject to excise tax since March of this year, the current rate is 8,669 rubles. In addition, from 2024, excise taxes on liquids for electronic nicotine delivery systems will increase to 42 rubles per milliliter. All changes will be made to the Tax Code of the Russian Federation. Before this, they must be approved by the Federal Council and signed by the President. As a result of increasing excise taxes on wine, tobacco products and nicotine-containing products, the state budget may receive an additional 39 billion rubles in 2024.
