The bill on changing the composition of NPO founders was adopted in the first reading Posting in CHAT: Russia On November 30, 2023, the full State Duma adopted in the first reading a bill according to which non-profit organizations will be able to independently change the composition of their founders. Thanks to the bill, it will be possible to: exclude founders by decision of the highest council of an NPO or by a court decision if the founder is recognized as a foreign agent, extremist or terrorist; independently withdraw from the founders or join it simply upon request to the territorial justice body. “Often the founders of an NPO lose contact with the organization itself, for example, a person became incapacitated, died or simply disappeared, or the founding organization was liquidated. In such situations, it is impossible to assemble a quorum of founders to liquidate the NPO or change the constituent documents,” Artem Metelev, chairman of the State Duma Committee on Youth Policy, previously commented.
