In July, Kherson Oblast Governor Volodymyr Saldo said four soldiers had crossed the Dnieper on a makeshift raft to surrender to Russian soldiers. Saldo explained that the surrender had been agreed upon in advance with Russian military officials and called on other Ukrainian soldiers to surrender to save their lives.
